The system can't tell them apart because you never told it there was a difference.

When a lead fills out a form, you pass a Google Click ID (GCLID) along with the lead into your CRM — as a hidden field, through your form tool, or via server-side tracking. That GCLID is the thread that connects the ad click to everything that happens next. As the lead moves through your pipeline — qualified, opportunity, closed-won, closed-lost — you export that status, along with deal value, and upload it back into Google Ads, either manually via CSV, through Zapier-style middleware, or via a direct CRM integration (Salesforce and HubSpot both support this natively).

Once this data starts flowing, you switch your bidding strategy to Maximize Conversion Value or Target ROAS instead of Maximize Conversions. Now the algorithm isn't chasing form fills. It's chasing the keywords, audiences, and even times of day that historically produced closed revenue. That shift alone tends to be the single biggest lever I pull on underperforming lead-gen accounts, and it's rarely something a generalist agency sets up correctly, because it requires touching the CRM, not just the ad account.
Smart Bidding isn't broken in most lead-gen accounts. It's just been trained on the wrong definition of success.
What Breaks This, and How to Avoid It
The most common failure point is latency. If your sales cycle is 60 days and you're only importing conversions when a deal closes, Smart Bidding is learning from data that's two months stale relative to today's traffic patterns. The fix is layering in an earlier, directional signal — mark leads as 'qualified' or 'sales accepted' within days, assign that stage a partial value, and import it fast, then true it up later with actual close data. You're giving the algorithm a leading indicator instead of making it wait for the lagging one.
The second failure point is sample size. If you're closing five deals a month, Smart Bidding doesn't have enough closed-deal data to optimize against directly. In that case, lean harder on the qualified-lead stage as your primary value signal and treat closed revenue as a periodic calibration check, not the day-to-day bidding input.
